The Official Gazette has published Presidential Decree No. 730 of 2025, issued by President Abdel Fattah El-Sisi, approving the financing agreement for the program titled “Support for the Implementation of Social and Economic Reforms at the Local Level.”
The agreement was concluded between Egypt and the European Union, and is funded through a grant worth €75 million.
Earlier in October 2025, President Abdel Fattah El-Sisi took part in the first Egypt–European Union Summit, held at the European Council headquarters in Brussels, Belgium, marking a significant milestone in strengthening the strategic and comprehensive partnership between Egypt and the European Union.
On the sidelines of the summit, a number of important agreements were signed, and new financial commitments were announced to deepen cooperation between both sides.
The two parties officially signed a Memorandum of Understanding on Macro-Financial Assistance worth €4 billion, aimed at supporting Egypt’s economic stability.
They also signed a €75 million financing agreement for the EU Support Program for the Implementation of Social and Economic Reforms at the Local Level, as well as the agreement for Egypt’s accession as a partner country in the Horizon Europe program, the EU’s flagship initiative for research and innovation.
